Open House Introduces Free Public WESTLAW Access

HCLL introduced free public access to WESTLAW the week of December 8-12.  Holiday refreshments were served and a brief overview of WESTLAW was provided to users by West representatives Andrew Larson and Anne Templeman, who demonstrated basic searching techniques, printing options, and copying of retrieved documents to Word files.

Two of the Law Library’s public PCs are now dedicated to public WESTLAW access.  HCLL’s subscription includes case law, the annotated statutes, and the administrative codes for all 50 states, as well as federal case law, the United States Code, the Code of Federal Regulations and the Federal Register.  ALR and KeyCite are also available.  All searching is free.  Users must first enter a barcode number in order to use WESTLAW.  Barcodes are issued free of charge at the Public Services Desk.  At the present time, users are allowed one hour per day of WESTLAW usage.  Printing costs 10¢ per page.

The Law Library will continue to offer Premise CD-ROM searching for federal and Minnesota case law, statutes, and regulations with access to KeyCite.

WESTLAW Training Begins in January 2004
The Law Library will begin offering WESTLAW training the second Wednesday of each month, beginning January 14, 2004.  Sessions for attorneys will be held from 12:00 to 1:00 for one hour of CLE credit.  Sessions for the public will be held on the same second Wednesday of each month from 4:00 to 5:00.

The training sessions will be conducted by a Thomson-West trainer at no charge and will be held in the Law Library’s computer training room on the 24th floor of the Courts Tower of the Hennepin County Government Center.  Prior registration is recommended since the training room is small.  Registration is available on the library’s web site at http://hclaw.co.hennepin.mn.us or by calling 612-348-3024.

Yipee!This month we look at some of the databases available on the Internal Revenue Service web site.  While some features on the IRS site are easy to find, such as tax forms and publications, other hidden gems on the site require some digging.

The Internal Revenue Manual (IRM) is available.  It lets you research IRS procedures for examinations, collections, and appeals. You can also search the IRM.

Actuarial Values Books are available: Aleph (publication 1457), Beth (publication 1458), and Gimel (publication 1459).

The Cumulative List of Exempt Organizations (publication 78) lets you determine whether your contributions to an organization are tax deductible. You can download the entire publication (it's very large), or you can search the database.

Income tax treaties between the U.S. and other countries are available.

Focus On: Tax Resources
A resource unique to the Hennepin County Law Library is our collection of state tax reporters.  Published by Commerce Clearing House for all fifty states and the District of Columbia, these volumes are not owned by any other public library in the Twin Cities area.  For each state, the publisher provides statutes, regulations, and cases for income, property, sales and use, and major local taxes, as well as additional explanatory material and a variety of finding lists, tables, and indices.  These individual state reporters are in a uniform format, so it is simple to research a topic in one state or several states.  The volumes circulate to registered HCLL subscribers for two days.

The CCH state tax reporters are updated monthly.  Both in staff time required for filing these updates and annual subscription costs, the tax reporters are a major investment for HCLL.  Give them a try the next time you have a state tax question.

With the holidays and 2004 almost here, tax season and tax questions are beginning.  HCLL has many other resources, both electronic and print, to help with your tax research.  Check our convenient web links for the U.S. Internal Revenue Service (scroll down) and the Minnesota Dept. of Revenue. We also have two very useful CD-ROM products. E-Form [click links to view more information and latest issue received] has tax forms for the federal government and for all fifty states, while Kleinrock’s Tax Library provides the internal revenue code, regulations, rulings, notices, private letter rulings, and Tax Court decisions.  Our new public access WESTLAW subscription offers another method of searching tax cases, statutes, and regulations electronically.

We continue to provide an outstanding collection of print tax resources. CCH’s Standard Federal Tax Reporter, RIA’s Federal Tax Coordinator, BNA’s Tax Management Portfolios, and West’s Merten’s Law of Federal Income Taxation are just the most visible sets.  The collection also includes many specialized titles to meet your research needs.

So, enjoy the holidays, have a happy 2004, and when your tax season begins, check the resources provided by HCLL.
